- Preheat your oven to 400°F (200°C).
- Combine shredded zucchini with a pinch of salt in a medium bowl and let it sit for about 10 minutes.
- Squeeze out excess liquid from the zucchini using a clean towel or cheesecloth.
- Mix drained zucchini with beaten eggs, grated Parmesan cheese, and half of the shredded mozzarella in a large bowl.
- Grease a 9x13-inch baking dish and press the zucchini mixture into the bottom.
- Bake the crust for 20 minutes until set and lightly browned.
- In a skillet, brown the ground beef with the chopped onion for 5-7 minutes.
- Stir in the pizza sauce, green bell pepper, mushrooms, oregano, garlic powder, and black pepper. Simmer for 5 minutes.
- Spread the beef mixture over the pre-baked zucchini crust.
- Top with the remaining mozzarella and all of the cheddar cheese.
- Bake for another 20 minutes until the cheese is melted, bubbly, and lightly golden.
- Allow the casserole to cool for a few minutes before slicing.
