  2. In a medium saucepan, combine brown sugar, white sugar, and nutmeg. Stir in butter and water, heat until boiling, then set aside to cool.
  3. In a large mixing bowl, whisk together flour, sugar, baking powder, sea salt, cinnamon, and nutmeg.
  4. Gradually stir in milk and vanilla until smooth, then fold in peaches.
  5. Pour the peach mixture into the greased baking dish and pour the topping mixture over without stirring.
  6. Bake for 50-55 minutes until golden and clean toothpick.
