- In a skillet, heat olive oil over medium heat. Sauté diced onion and minced garlic for about 5 minutes until translucent.
- Increase heat to medium-high. Add ground beef, breaking it apart. Cook until browned, about 7 minutes. Season with salt, pepper, and Italian seasoning.
- Lower heat to medium. Stir in heavy cream, then gradually add reserved pasta water until the desired consistency. Add Parmesan cheese and stir until melted.
- Toss the cooked penne pasta with the sauce until well-coated.
- Serve warm, garnished with extra Parmesan or parsley if desired.
