- Heat 2 tablespoons of oil in a skillet over medium-high heat. Add ground beef, chopped onion, and bell pepper, and sauté until the beef is browned and the onions are translucent, about 5–7 minutes.
- Stir in chopped garlic and sauté for an additional minute.
- Add diced tomatoes, smoked paprika, oregano, garlic powder, onion powder, salt, and pepper. Stir and let simmer for 2–3 minutes.
- Layer chopped cabbage on top of the beef mixture, cover, and cook on low for 15–20 minutes until cabbage is tender.
- Uncover and sprinkle cheese over the top. Cover and allow cheese to melt on low heat for 3–5 minutes.
